Since the duel it's appearing in is not a Turbo Duel, Jack cannot achive the "Clear Mind" and feel the speed to actually perform an Accel Synchro.

Actually, Shooting Star is harder to Summon than Scar-Red.

 

It requires you to get Stardust(Easy). Then a Level 1 Tuner(LolOneForOne), and a 1 Level non-Tuner(Stardust Xiaolong?)
