The concept is that they slowly evolve, building up tons of spiral power and eventually getting to ludicrously powerful and strong levels, just like in the show. Did my best to make them fairly playable as well, if a bit overpowered. Simon is the key card, searching out everything and kicking things off with the first few spiral counters and summoning out Kamina and Lagann for synchro shenanigans. Kamina speeds things up, and is quite strong for a level four (as is Gurren). The various effects of the synchros were based off the feats in show, such as Arc Gurren Lagann punching something out of time and space being equal to banishing a card in the game, or Probability Manipulation negating a card. Should anything somehow manage to actually BEAT them, they all summon out each other, just like the final battle. (Though they miss the timing if they're used as synchro material and whatnot, just to avoid breaking them too much)
Hardest part was actually figuring out the interactions, like, what searches what and how to word everything. The deck benefits from Gear Gigant X, Limiter Removal, one for one, foolish burial, and even ROTA. I tried to make a somewhat "fair" deck that isn't outright broken, but is definitely playable and has potential.

I really like the concept, I handled my TTGL cards in more of a quick-paced Synchro style way, but this is cool because it plays off of the evolution motif of the show. I also like the card art on alot of these cards! The variety of effects and cool adaptations of their abilities are definetely there.

 

Although, the only monster with less than 2000 DEF is Kamina, and he still has alot for a level 4 also considering his ATK. Also, your "Simon the Digger - Hero of Team Dai-Gurren" card has no special summon requirements and doesn't say he can't be normal summoned, you could just tribute 2 monsters and get a really powerful card. Those first two spells remind me alot of the really broken Six-Sam-Gate-Spam. You can infinetely spam Lagann with it if you wanted, activate Lagann from the grave by removing 1 spiral counter from Super Spiral Space, then when he is summoned, you get the counter back because of Super Spiral Space's effect.

 

Not to mention, there are lots of really broken combos.

 

[spoiler='Here's One example of how these effects can be so easily abused']

 

If you open with Kamina, Simon, Super Spiral Space, Lagann, Gurren and any other lvl 4 or lower or any of the spells, you essentially win, for this example, we will assume that 6th card is another Simon.

 

You can summon Simon (1 counter), you can add any card you need for this combo, or just a spiral burst (we're adding spiral burst),  activate his effect to special lagann and Kamina (3 total counters) Then use Kamina's effect to summon another Simon (4 counters) then add a kamina to your hand if you wanna start another chain of crazy summon spamming, or you could add another spiral burst, or a high level monster for you to special summon with Super Spiral Galaxy's effect, because you are gonna have a buttload of counters soon. For now, we'll use his effect to add Super galaxy Dai-Gurren to your hand. Then activate that spiral burst (7 counters), lets say you draw another Kamina, although by this point, anything you draw is overkill.

 

Let's recap; field: Simon, Kamina, Lagann, Simon(this one hasn't activated his summons effs yet), Super Spiral Space (7 counters, and hasn't summoned with its eff yet!).  Hand: Gurren, Kamina, Super Galaxy Dai-Gurren. Okay, now you activate that 2nd Simon to summon your Kamina (8 counters). Now you have 5 monsters, so let's fix that. We can do a couple of things, for this example though, let's just overlay our Simons to make a zenmaines (we don't have a lagann in our hand anyway). If you had a rank 3 spiral or Dai-Gurren Monster we'd get more counters, but sadly, that isn't the case. Now we have the space, so let's activate Super Galaxy Dai-Gurren and summon it (7-5+1= 3). Now tune Lagann with Super Galaxy Dai-Gurren and make Super Galaxy Gurren Lagann (4 tokens). now you can activate that second Kamina to summon Gurren (5 tokens). Then you overlay your Kaminas to make Daigusto Emeral (we're gonna get some draw power, it could be any rank 4 really). Then use Lagann's eff to remove one counter from Super space to summon it, but then you get the counter back anyway because you just summoned a Dai-Gurren monster (still 5) and let's say you draw Grit Those Teeth. Now you tune Super Galaxy and Lagann to make Tengen Toppa (5+1+10= 16!!!! 16 counters!). Now remember that Lagann eff? Do it again (still 16) and lets say you draw Dai-Gurren motto. Tune Lagann and Tengen Toppa for Super Tengen Toppa (18 counters). You might as well wipe your opponents field with Super Tengen Toppa now as well (assuming your going second and your opponent had no answer to this whole chain of events, which is highly likely) Now go ahead and activate that Dai-Gurren motto and give all of your monsters 800.

 

Alot has changed, and you already have game, but let's beef up some more and recap again; Field: Super Tengen Toppa, Zenmains, Daigusto Emeral(hasn't used eff yet), Gurren(hasn't used eff yet), Super Spiral Space (18), Dai-Gurren motto. Hand: Grit Those Teeth. Graveyard (not all of it, just what we need to know): Lagann, Super Galaxy Dai-Gurren, Super Galaxy Gurren Lagann, Tengen Toppa Gurren Lagann. Okay, so let's get some draw power, activate that Dai-Gusto (detach a Kamina), target Lagann and both the super galaxy cards. Let's say you draw Arc Gurren. Go ahead and banish that recently detached Kamina to summon Arc Gurren (19 counters), then activate Gurren's effect, bring this card down to a level 4 and overlay Gurren and Arc Gurren for Gear gigant X. Now let's activate Grit Those Teeth, pay 2200 LP to summon Tengen Toppa Gurren Lagann from the grave (20 counters). 

 

Now let's add up the total. Super Tengen Toppa (13800 ATK/ 5000 DEF), Tengen Toppa (6800ATK/4000DEF), Gear Gigant (2300ATK/1500 DEF), Daigusto Emeral (1800 ATK/800 DEF), Zenmaines (1500 ATK/ 2100 DEF) TOTAL ATK = 26200!!

 

This is just ONE example of how these card effects can be terribly abused in just one turn.

I am not hating on your cards, I'm really not. You said you did your best to make them fairly playable and that the concept is that they slowly evolve (It isn't as slow as you may have first thought :P). I am just pointing out the glaring "overpoweredness" of these cards so that you can reword them and nerf them a bit in the future if you want. I don't care if you do, in a way, it makes alot of sense that a Gurren Lagann deck would be overpowered :33

 

So yeah, I like the cards, And I wouldn't consider them fair, but they are definitely cool and I dig the integration of their abilities from the anime and how you made sense of it in the card effects. I hope the cards you make in the future are just as cool if not cooler than the ones you got here. :)
