Aang then failed in the face off against him, being not able to use water bending. Aang killed himself, leaving all of his friends in a state of depression. They didn't even try to fight against the fire nation. The fire nation then took over, burning everything to the ground. In one dream, Toph saw Aang. He told her that she would get the chance that he failed at, a chance to help save the universe. Changed, Toph trained 24/7, learning metal bending, and many other earth bending techniques. One day, While training, a man appeared directly in front of a barrage of metal spikes. They stopped right in front of him. He explained the situation going on, and immediately accepted the offer, thanking Aang for preparing her for the opportunity.

[spoiler=Personality:] When first introduced, Toph brought a completely new personality to the group. Unlike the nurturing Katara, flighty Aang, or gruff but goofy Sokka, Toph was fiercely independent, sarcastic, direct, stubborn, and confrontational.[12] She appeared to have the same carefree and adventurous personality as Aang and she was very tomboyish in the way she acted[12] and dressed,[13] in contrast to the delicate doll her parents saw her as. However, unlike Aang, who avoided fighting whenever possible, Toph loved battling and took great pride in her earthbending skills. She appeared eager to prove that she was as strong as anyone who could see and once claimed that she was "the greatest earthbender in the world".[14]Toph was comfortable with letting those around her know when she was displeased.Toph's eagerness to prove that she could be independent led to some initial difficulties with Aang and his friends. Toph insisted that she could "carry her own weight" and often mistook a simple friendly gesture as an act of pity for her blindness. Her encounter with Iroh, however, taught her that Aang, Katara, and Sokka cared for her because they were friends, not because her disability made them feel obligated to do so.[12]Toph was often brutally honest when criticizing others, especially her friends. She was vocal about her opinions on others regardless of status (the Avatar, Aang) or age (Iroh).[12] Her occasional attitude or aloofness is likely related to her being the only child of one of the richest families in the Earth Kingdom. Due to her time as a competitor and champion of earthbending tournaments, she was an expert in verbally taunting and insulting her opponents and, on occasion, her friends, particularly Sokka. She revealed to Katara that, being unable to see what she looks like, she did not feel the need to fuss over her appearance.[13] However, despite her many quirks, Toph showed that she was a quick learner,[15] and her courage and loyalty to her new friends seemed very stable.Toph and Katara seemed to be polar opposites; while Katara was kind, welcoming and supportive, Toph was rough, unyielding and steadfast. These differences in personality extended to the way both girls taught Aang; however, Toph eventually showed a bit of compromise in order to help Aang through his initial difficulty with earthbending.[16] Despite occasional clashes or spats,[17] Toph and Katara generally got along.Raised in a wealthy and prominent Earth Kingdom family, Toph used her deliberate lack of manners as a form of rebellion.One of Toph's most obvious traits involved personal hygiene. She was accustomed to lying on the ground and walking everywhere barefoot leaving her soles quite soiled, a habit common among the earthbenders. Also, she had been seen belching loudly, picking her nose or toes,[18] spitting, and was usually covered in dirt or, as she called it, "a healthy coating of earth".[13]Toph was well-educated in the manners and bearings of high society— she merely consciously and constantly chose to ignore them. She made an exception when the group needed to go to a special party to see the Earth King, in order to give news of the solar eclipse, only to meet the head of the Dai Li, Long Feng.[19]Toph did not let her blindness hurt her self-confidence. She had high self-esteem in regard to many of her abilities and was more than determined to show that she would not let her blindness deter her from living freely and fighting like everyone else. However, sometimes this acted as a ruse to hide personal insecurities. After getting a makeover with Katara in Ba Sing Se, some residents of the city mocked Toph for it (who retaliated with a prank). She told Katara that "one of the good things about being blind [was] that [she did] not have to waste [her] time worrying about appearances" and was not looking for anyone's approval. Katara voiced that it was something she admired in Toph but could tell that she had been hurt by the insult and added that though it did not matter, she was in fact pretty, which visibly cheered up the blind girl.[13]An ongoing joke concerning Toph's blindness was her lack of ability to discern anything that had been written or drawn. In Ba Sing Se, Toph became angry when Sokka suggested that she needed help putting up fliers. She angrily slapped up a poster herself, only to inadvertently place it backward and say, "It's upside-down, isn't it?" Also, she sarcastically complimented Sokka on his drawings of Appa despite the obvious fact that she could not see them.[20] Later, in the Fire Nation, after being presented with the same wanted poster twice, Toph vocally expressed her annoyance with the constant oversight.[17] Toph was comfortable enough, however, with the group's absent-mindedness on the subject of her blindness to even joke about it herself at times. For example, while searching for the library, Toph, while flying on Appa, claimed that she saw it, before remarking, "That's what it'll sound like when one of you spots it," and waving a hand in front of her eyes.[21]While hijacking an airship, Toph mistook Sokka's comment about taking the wheel, thinking he was referring to her. By the smile on her face, it was pretty clear that she was gleeful about getting another chance to correct him. However, it turned out that Sokka was talking to Suki, and Toph managed to subsequently cover up her original intention pretty well. At the reunion in the Jasmine Dragon after the passing of Sozin's Comet, she made a joke about Sokka's drawing, saying that she thought everyone looked perfect.

Appearance: For an undead variant of one of the most infamous Nazis to ever walk the Earth, Otto is in pretty good condition. Victoria has given him Dark Signer robes resembling his old SS Uniform, though the silver embroidery and decorations have been replaced by blood-red markings of a similar nature. His arm band is now purple with black instead of red with white, with a symbol resembling a V and an A without the central line merged together in place of the infamous swastika. Additional red lines of a more Incan nature also decorate his uniform. Skorzeny himself looks like he used to in his prime, though paler and with a few tweaks. The dueling scar on the left side of his face is still there, but is now red, and the center of the ritualistic tattoos on the left side of his face. His aquiline features are now rather pale, and the whites of his eyes are now black.

Biography: Out in the multiverse, there are many great powers, vying for control over the countless worlds and realities that they can potentially reach. The short-lived Vyce Empire was created to combat a world-swallowing Entity, but collapsed thanks to a very clever Champion. The Multiverse Authority self-regulates interdimensional travel from their worlds, letting none of their citizens interfere with other realities without authorization. And the people of Nowhere let their world serve as a hub to travelers throughout the multiverse, living on top of literal class hierarchical structures while letting the rewards of their ports flow freely. However, one power considers itself much more secretive than the others, seeking to discover the mysteries of the multiverse not many people wish to be found. This is the Tyrian Cabal, a loose alliance of minor interdimensional polities banding together for the sake of information broking and protecting their own interests from outsiders, and each other.
The Tyrian Cabal has several prominent members, such as Szeous Tulshar D'Nauxuznir Thac'Zil (Secret Empire of Infinite Land), a drow force spread across hundreds of worlds, and the Co-Dominion of Hives, a coalition of various Migou hives across the multiverse. However, their largest contributor is Eudaemonia, an influential subcontractor of Hell, and therefore a rather necrocratic society. Ruled by Victoria Atlas, a self-proclaimed Sorceress Supreme of a lich, she serves as the shadow to Itsu's light, and a foil to the sun goddess by taking care of the dead, and coming up with creative torments for those she is charged to punish.
Having heard of the discrepancies in realities, and seeking to safeguard herself and her allies, Victoria created several Dark Signers from the Earthbound Immortals she commands, one of which is Otto Skorzeny. Each of which was tasked with going out across the multiverse to assist one of Victoria's close friends, and Otto had the pleasure of escorting Itsu Fudo in her work, but could not find her. Working through the damage to her timeline, and eventually discovering from one of his fellow Dark Signers where she had gone, he stole an invitation sent out by Emiya meant for another, and arrived at the Unlimited Blade Works to find the wreck of the Inch of Will, and his assigned person gone.

Personality: Otto is a man who is as gentlemanly as he is ruthless. Slyer than a fox, and wilier than a weasel, Otto possesses a sharp intellect and immeasurable cunning. However, Otto is the son of nobles, and as such, he is always willing to parley with his foes. He considers himself quite the ladykiller, and, even though he is undead, he does try to charm the living. Fortunately, he never rots or decays, so such a thing might be possible with the way he is.

Powers/Equipment: As a Dark Signer of Uru that has been lichified by Victoria Atlas, Otto can access a number of powers from the macabre and the occult. First, Otto can summon shadowy entities, usually spiders or spider-like creatures, to do his bidding, and can place Dark Marks on people with these spiders to control them. Furthermore, he can manipulate shadows as if they were solid, as long as he has a source of shadows to utilize. Otto's Walther PPK has been modified to fire an assortment of special pistol rounds, the most common are Lilithian rounds. These rounds contain, instead of gunpowder, a fragment from a creature called Lilith. As the round approaches its target, the target will see the one person or thing they love or desire the most heading towards them. If they give in to that illusion, their body will be instantaneously transformed into LCL, an orange, oxidized liquid that smells of blood, and their soul will be set free. Otto can also regenerate, as any wounds that strike him simply create dust instead of blood. As a last resort, Otto has a spider-shaped medallion with eight blood-red gemstones embedded into it. These gems are Philosopher's Stones, and contain enough souls in one of the gems to fuel a summoning of Uru, Otto's Earthbound Immortal. This giant otherworldly spider can distort the worldview of any who look at it, making them see friend as foe, and vice-versa. Entire armies have turned against each other thanks to Uru's presence.
However, Otto is not without his vulnerabilities. Bright lights and holy objects instinctively repel him and can cause him pain if he stays in contact with either for too long. It does take time for him to regenerate, though simply reattaching his body parts speeds that process up considerably, so systematically destroying his body by disintegration of some kind, such as letting it burn, will make it very hard for him to reconstitute. Finally, the crystalline phylactery hidden inside of the hilt of his sabre is his largest weakness. Destroy the phylactery, and he becomes a regular Dark Signer, subservient to Uru's will and unable to regenerate.

Technically, he's a modified version of a real person.

But is there any rule against it?

 

I don't know, I just think that, since Merciful wanted modifications of fictional characters, real people might be a bit much.

 

So Arthur and MGG have merged into one being?

Does the being look closer to Arthur with just some changes to looks?

Yes and yes. The changes are meant to allude to MirageGaogamon's Ruin Mode, but otherwise, the figure has the same build as Arthur. The fusion could potentially be undone, but that might depend on what Broken does with the ADRs.
