After almost 300 years after the fight between Sasuke & Itachi, something impossible happened, Orochimaru was capable of breaking free of the eternal Genjutsu he was trapped in by Itachi, and to make matters worse he now wields the "The Sword of Totsuka", with his new found power he was able to make a hole new Akatsuki, although he is not part of the actually Akatsuki group he leads all of them. In order to fight this new & stronger Orochimaru, the 10th Hokage called all of the AMBU & gave them one mission, kill Akatsuki, & end Orochimaru's reign of terror.

They've got hideout's all over the place so i doubt the leaf has found them all.

especially seance they probably stopped looking after they killed off the first set.
