Anyway, this card is actually quite useful. Well...the second effect is. Since Spirits cannot be Special Summoned, it's gonna take some serious card play to keep more than 1 on the field for the Tributing.

Summon = +1 card + attack/LP damage

 

And then it's destroyed. Could be useful :P

It can provide "Tribute" Fodder for Izanagi as well.

Well, it's not +1 card, because you have to Tribute a monster. So it's actually a +0.
