Okay, since no one else is actually willing to be of any real help(honestly Elemental Hero, that was nowhere even close to warranting a 0/10), I guess I'll be the one to step in.

 

Unlike what some of the elitists going about posting crap on people's threads say, there is nothing wrong with vanillas if you do the cards surrounding them right. Considering you're already going for a starter deck, you're already set up for this. Since you're probably already going to include some more support for your 'Sasuke' monsters, the other thing you'll need to do is include some fairly powerful cards that require either the original 'Sasuke Uchiha', or simply a Normal monster. Cards that can quickly summon the more advanced variations of Sasuke are a good start.

 

Next, I think the "Curse Mark Sasuke Lvl 2" might be a little overpowered. Remember, being able to attack directly is a really powerful ability, and usually comes at some kind of big cost when it involves monsters with an ATK above around 1000 or so. Conversely, "Phoenix Flower Jutsu" is extremely underpowered; I'd either up the ATK and DEF gain or add a second effect.

 

People often frown on making fake types as well, so be sure to include enough support for the 'Genin' and 'Uchiha' types to make the addition warranted.

 

Finally some OCG to fix(since Elemental Hero apparently doesn't actually know what the errors are):

- 'Life Points', 'Deck', 'Special Summoned, and 'Graveyard' are all capitalized.

- In "Uchiha Reborn", Special Summoning is moves monsters to your field. If you want to move the card to your hand, replace 'Special Summon' with 'Move'.

- I may be wrong, but in "Sharingan - Copy", I think 'accumulated' can just be 'dealt'.

- 'every' should be 'each'.

- Specific monster names in effects should be in quotations. You missed this in the "Curse Mark Sasuke" cards.

- I believe 'as a result of battle' is just 'by Battle' now.

- 'ATK position' is 'Attack Position'.

- In 'this card can attack Life Points directly', 'life points' is not needed.

Pheonix Flower ... fix:

This card can only be equipped to a "Sasuke" monster you control. Increase the ATK of the equipped monster by 300 and increase the DEf of the equipped monster by 200.

 

Special summon = Special Summon

ATK position = Attack Position

deck = Deck

graveyard = Graveyard

 

When referring to another card, you use "Card Name" instead of Card Name.
