During the Battle Phase of the turn you Synchro Summon this card, you can destroy 1 Effect Monster on the field. When this card attacks your directly, your opponent cannot set a monster on their next turn. The first time I saw it, the requirement was "1 "Red-Eyes" monster + 1 or more Red-Eyes monsters" or something like that.
