Effect: Both players Tribute Summon DARK monsters with 1 less Tribute than required. If you Tribute Summon this card by Tributing only DARK monsters, return up to 2 cards your opponent controls to their owner's hand. This card is treated as a Normal Monster while in your hand. This card cannot be destroyed by battle. If this card is in face-up Defense Position, destroy it.

A stack on of positive effects cannot be justified as "balanced."

 

While he's face-up, all DARK monsters get -1 Tribute. Ideal case for the not-so-short-sighted: you can Normal Summon a second copy of him from your hand with no Tributes. Then all DARK monsters get -2 Tributes, opening up a whole new vortex of options. On top of opening all your previously 1-Tribute DARK monsters to a free field. He himself can be freely Special Summoned, then he spreads the benefits to your hand. Drawing into DARK monsters is easy as anything.

 

Tribute a DARK monster, bounce 2 cards. It's a better Monarch, as there are certainly enough viable DARK monsters to use as Tribute fodder, so that really isn't even a condition. Splashable DARK monsters? Yeah, we have a ****load of those already. Then it clears out the field and all your in-hands get a -1 Tribute to bumrush the opponent with. Really? Sweep them away, then hammer them down.

 

Treated as a Normal Monster while in your hand? I've yet to understand the necessity for this effect. Simorgh, Bird of Divinity's only claim to having a similar effect is how he's granted synergy with Wind Effigy. I don't think this works with even Heart of the Underdog, since I don't believe he's counted as being in your hand when you reveal him for the draw. I don't get why this effect is here, adding to the unnecessary stack.

 

Cannot be destroyed by battle? Why in the **** does this need any MORE positive effects? It can sweep out the opponent's cards, promotes the entry of your high-Tribute DARK monsters, and now your opponent can't even take advantage of this effect and then running him over, because he can't be killed in battle.

 

Oh wait, the last two lines suddenly make him a CLOUDIAN. Cannot be destroyed by battle, automatically dies when in face-up Defense Position. Except the Cloudians' immunity to battle was slightly offset by the fact that they had horrible base ATK points, so leaving them in Attack Position left you suspectible to battle damage.

 

This has no such weakness to speak of. This is broken, and has no downsides at all. If you're turning it into Defense Position, that's a problem. If he dies to random position-swapping cards like No Entry!! and Windstorm of Etaqua, then that's the closest thing to a weakness he has.

 

This is broken.
