The ending of the monster card was a bit odd it should be "special summon this card from the graveyard." not special summon this card but other than that 10/10. overall 9.9/10 -.1 for the small ocg error nothing big. I was wondering whether or not Perinialle's effect was overpowered or useless or unable to be combined with other Plant-type monsters, so hopefully, you didn't think Pernialle isn't too bad. I corrected Pernialle as suggested, and also gave "Demonic Mandrake" a new, slight drawback to balance it a little more. I had the general Plant-Type strategy in mind when I made these cards, so hopefully that aspect manifests itself.
