this just...

alright, here:

start over.

imagine the purpose of your deck. what are you trying to accomplish? what is your win condition? how can you achieve it? if i read this right, you want to beat down your opponent with 5 and lower water monsters, some of which, for whatever reason, are vanilla.

next, add cards that form the basic frame, absolute needed cards. a legendary ocean, for example. a couple of the absolute staples, like robert, go in now.

next, look at cards that will help you achieve your purpose. terrorking is a good idea. but a lot of these are useless. you want high attack water monsters. im going to say nothing less than 16 attack, and if it has less than 18, it better have a damn good effect.

next you need to make it faster.

a draw engine perhaps. youre working with water, so you dont have many options. forget this one. but usually when building a draw engine, you make it as fast as you need to go. exodia decks, for example, usually have the fastest draw engines. this is because they absolutely need the speed, and thus take up as much space as necessary to plug in a full destiny engine, possibly with a toon thinner. etc. you shouldnt really need a speedy draw engine, but you do have some key cards you need to hit the field, such as alo. so add terraforming.

at the end, if you find yourself short some, try adding some staples.

last, look at your deck, which should have 40 cards.

look at the balance between monsters, spells and traps. with a beatdown deck, you should have around 20 monsters.

try and find ways to improve it. and look for flaws.

pick it apart.

if you find a problem, find a way to fix it.

cut useless cards, fill in better cards.

and always keep numbers in mind.

for an unlimited card, the amount you run is directly proportional it its importance.

alo should be at 3 here, because it lets you normal level 5s, and beefs all your attack. burden does the opposite, which is also very important. run it at 3. etc

also, you might want to try and run oppression here.
