The GB, GBA and NDS files are the original files that the creators of the said game used before they put them onto cartridges. A ROM is merely data fill with HEX, i.e., a game. To learn about ROM's and ROM Hacking, I suggest visiting PokéCommunity or PHO (Pokemon Hackers Online).
