Making a booster pack for my set???

Okay I have read the tutorials on how to make the booster packs and such the only thing is, is that i don't have the programs to do so and i can't download or put them on this computer givin the fact that this is not my computer and she dosen't want me to download or put any other programs on it. So I'm asking if there is another way of making a booster pack without photoshop, MS paint or Gimp?

If the computer is a PC, MS Paint should already be on there.

 

Try using the search engine to look for it.
