Quite Definetly Broken, And I am not sure what the first bit does, But still good first attempt :)

Nice job but where it says Rare dragon card there is a section on the card maker for the rarity ,and the type like First edition, Dragon type, ETC.

For 2 tributes you can: pretty much wipe your opponent's monsters, then pulverise their life points with 3100 ATK.

 

I would call that OP .
