what the hell is OPed?

Overpowered.

Ok, great pic and all, but that's pretty much the only positive thing. The effect is way to basic, especially since Alien X is like the strongest Alien on Ben10 or whatever... The OP part: If you summon is in Main Phase 1 and activate the effect, bam. During Battle Phase, this card can take out a little less than half your opponent's max LP. Not to mention other monsters you may have. I agree with the above, this card is way OP'ed.

I can't help but think that the effect doesn't quite fit the monster, but seeing as my reviews are meant to have constructive criticism . . .

Why did you have to make a Raigeki Monarch? *sigh* You can pay 1000 Life Points to kill your opponent's monsters when he's Tribute Summoned, eh? Gilasaurus says 'hi'.

Overpowered, indeed. 1000 LP may seem a fair price for a Raigeki Monarch, but it's the EASE of which you're able to pay that cost that makes him overpowered -- let alone the ease of Summoning. A simple Star Blast will cost you naught but 500 extra LP to perform the Summoning with ONE TRIBUTE (I count Level 7, how about you?), which is easily accomplished by a thousand-and-one themes and varieties of monster, including but not limited to . . .

- Zombies (self-explanatory)

- Gilasaurus (what's a monster from your opponent's Graveyard when it's going to DIE anyways?)

- Hardened-Armed Dragon (for added horrible)

- Apprentice Magician (he's a Recruiter. A Recruiter that, if you use him to Recruit a Magician of Faith, lets you get a Spell from your Graveyard such as Soul Exchange, Monster Reborn, or Star Blast)

- Reptiles ('Damage = Reptile' -- 'nuff said)

- Trap Monsters (you won't even NEED Star Blast, just activate 2 Trap Monsters and lay waste to them).

All in all . . . nice try, but he's TOO EASY to abuse for such a powerful effect; nerfing is in order, either by making the ability cost him an attack that turn, making him harder to Tribute Summon (either by giving him a Gilford the Lightning condition for his Raigeki, or by upping his Level so that things like Star Blast and Cost Down won't make him a 1-Tribute), or giving him some sort of negative effect to lessen the impact of his dynamic entry.

Keep trying, though.
