When this card is Special Summoned, Special Summon 1 Level 4 or lower Aqua-Type monster from your hand, Deck, or Graveyard. As long as this card remains on the field, Aqua-Type monsters cannot be targeted for attack. Once per turn, during your Main Phase I, you can discard any number of Fish-Type monsters from your hand to place Water Counters on this card equal to the number of cards discarded. When a Fish-Type monster is sent to the Graveyard, add 1 Water Counter to this card. When an Aqua-Type monster would be destroyed by a Spell, Trap, or Monster Effect, you can remove 2 Water Counters to negate the effect. If you control an Aqua-Type monster when this card is destroyed, move all Water Counters from this card to the Aqua-Type monster.

If this card is Special Summoned, place 3 Water Counters on it (max 5). This card gains 200 ATK for every Water Counter on it. Once per turn, you can remove 1 Water Counter to add 1 "Jengu Awatari" from your Graveyard, Deck, or field to your hand. Whenever your opponent activates a Spell Card, add 1 Water Counter to this card.

This card cannot be Special Summoned. This card returns to the owner's hand during the turn it was Normal Summoned, Flip Summoned, or flipped face-up. If this card is used to Tribute Summon a Sea Serpent-Type monster, return this card to your hand. When your opponent targets a Sea Serpent-Type monster for attack, you can Tribute this card or discard it from your hand to negate the attack.

Interesting effects that give some lock down potential but the effort to get the lock down going is rather cumbersome. I will say the effects are unique and original and the synergy between the 3 cards is well thought out.

 

Panlong:

I like what you are trying to do with this card by utilizing the next 2 cards to generate a lock down on your opponent but considering what it takes to set that up it's very inconsistent and more trouble than it's worth considering the other options that Water based decks have.

 

Essentially, you have a 2 Tribute monster that can replace 1 of it's tributes with another monster provided it is normal summoned. It contains protection effects for only Aqua monsters but at the cost of 2 Water Counters, which can only be generated by discarding 2 Fish-Type monsters. I know the idea is to SS the 2nd monster in this post and use it's effect to continuously place the 3rd monster in your hand as Counter fuel for this card but in the end you have poor stat monsters that are trying to place your opponent in a lock down. Not hard to break this strategy with today's meta.

 

I feel that more can be done with this card to make this strategy more consistent and give players more options with their Water decks. I would really like to see more synergies with these cards and Deepsea King Coelacanth to help give a push to Water decks.

 

I think the first step is to make the 1st effect trigger when it is Special Summoned rather than Normal Summoned. I know with the Synchro mechanics getting 2 tributes is easy and with the right spell cards you can knock down the Tributes to 1 but I believe that a monster of this caliber should provide more incentive when a player can opt for a Synchro option. Opting for Special Summon triggers give you a +1 field advantage and increases synergies with other Water cards. It also makes the strategy more consistent and provides other options in a duel providing versatility to the card. Pushing this card to a Level 8 can make it fodder for Trade-In setting up for some draw power and revival options but this isn't really necessary.

 

Considering his summoning requirements, effect triggers, and poor stats you top this off by forcing a player to lose hand advantage for some protection. You aren't destroying the card that you negate so if it's in a form of a monster it could still attack over. This makes this card very undesirable, imo. The Water Counter generation could be relaxed to something like when a Fish-Type monster is destroyed/sent to the graveyard/removed from the field. Gives good abuse with Oyster Meister and his tokens if you do this.

 

Making these few changes would push the effectiveness of this card to new heights, imo.
