Card A:

The bulk of its effect seems to consist of the default Toon effect. The last line seems to be the only original part. This part is slightly off OCG wise, and...I don't know, kind of lame. Plus the picture is full of text and overused.

Card B:

Well, this card seems to be missing the default Toon effect, which is a bit odd. The picture doesn't look very toon-ish either. But its effect is much more creative than A's.

I'll vote for B.

The first two votes are completely biased.

Card A: image is completely overused and has text in it. The effect is very unoriginal besides the common effects between toon monsters

Card B: image is awesome and has been editted well. It saddens me to see so many members who can't rate cards. Effect is very original

Card B wins

Card A:

Balance/Originality: The 1000 damage to yourself for 800 damage to your opponent + looking at 1 card in his/her hand seems to balance out. Though with Red-Eyes being a vanilla, that extra effect at the end shouldn't be there. - 9/10

OCG: This card cannot be Normal Summoned or Set unless "Toon World" is on the field. You can Special Summon this card from your hand, but Tributes are required for Level 5 or higher monsters. This card cannot attack during the turn that it was Summoned. You must pay 1000 Life Points to attack with this card. When "Toon World" on the field would be destroyed, you can send this card to the Graveyard instead. If your opponent doesn't control a Toon Monster, this card can attack your opponent's Life Points directly. If a face-up Toon Monster is on your opponent's side of the field, your must select the Toon Monster as an attack target. When this card destroys an opponent's monster, inflict 800 damage to your opponent and randomly select 1 card in his/her hand. Your opponent must reveal the selected card. - 7/10

Pic: Theres text on it. - 3.5/5

Other: 5/5

Total: 24.5/30

Card B:

Balance/Originality: It's missing the effect that makes it unable to attack during the turn it's Summoned. (Maybe an ATK increase would be in order too.) - 9/10

OCG: When this card is Normal Summoned, you can add 1 Toon monster from your Deck to your hand. Your Deck is then shuffled. Once per turn, place 1 Animation Counter on this card. You can remove 1 Animation Counter from this card to treat the field as if "Toon World" were face-up, until the End Phase. If you control a face-up "Toon World", this card can attack your opponent's Life Poitnts directly - 8.5/10

Pic: Looks good. - 5/5

Other: 5/5

Total: 27.5/30

Card B. Card A has a pretty powerful yet restrained effect. Card B has a powerful effect as well as unique. Card A's pic has text on it though, which ruins it. But Card B has a false labeling if I am correct. Toons have the same restrictions as others, so this one would HAVE to be summoned while toon world is on the field. Overall, Card B wins.
