This card can be Special Summoned from your Graveyard by sending 3 Spell or Trap Cards to the Graveyard. Once per turn, you can discard 3 cards to send your entire opponent's hand to the Graveyard. If 4 or more cards is sent to the Graveyard during this turn, place 1 Konjiaku Counter on all monsters you control (max. 2). Monsters with Konjiaku Counter(s) on it loses 500 ATK for each card on your opponent's hand. By removing 1 Konjiaku Counter from a monster you control, select 2 cards in your opponent's Deck and send it to the Graveyard. If you activate this effect, destroy 1 monster with a Konjiaku Counter on it.

Hope you like it.

Zeaux, it's not just any dragon. It's YOUR dragon! Really like the effect(Quite original)!

10/10. One thing came across my mind though. What if after the effects activates, you cant destroy a monster you control?

I'm not sure if it's on purpose, but I like the reference to "Dragonlance". That's an immediate A+ in my book... :)

Actually I see a problem: Your first effect lets you summon him from the Graveyard by sending S&T to the Graveyard. But where are they beforehand? Can you send 3 S&T from your Deck to the Graveyard to Special Summon him? Because then 1 "Foolish Burial", "Lightning Vortex", or "Card Destruction" would give you a 2800 ATK monster -- which means he'd be overpowered. So say where the S&T have to be in order to be sent to the Graveyard to Special Summon him (or her... since it's Tiamat)

This card, for how easy it would be to summon from the Graveyard, it's very high stats, and its amazing lockdown effect, would be easily Limited, if not Banned. However, the concept behind this card is excellent; you are the certainly at least a minor deity in the ways of this childrens' card game
