Skyson
In case you needed someone to come in and say it logically, here I am. It's overpowered. "Once per turn" doesn't justify the Spell retrieval power that this generates. A DARK Spellcaster, seriously? The two archetypes alone could both tell you how hilariously they could abuse the privilege of retrieving absolutely any Spell Card from the available Deck/Graveyard per turn. The Summoned monsters can't attack? OH NOES. Oddly enough, any monsters you summon can still activate their effects! I'll go work on a list of cards that could abuse this effect just as easily! OH WAIT! The top of the list would be every level 4 or lower Tuner monster. Gee, monsters Summoned don't lose their Tuner status either! How did that happen? Really? The worst possible case scenario you could think of is "well they might not have Level 4 or lower monsters to Summon with this effect"? Then WHY would you summon this? He would get no ATK, no fuel for his searching effect, and just sit on the field waiting to be killed. When would any player with active brain cells be playing this on the field without monsters to use it with? That doesn't make any sense at all. Sorry, this is broken on multiple scales, and there is hardly any trouble behind bringing it out. If a Deck wanted to tech this in and use it, there are ways to do it. Very easily. 5/10.
