A little over powered, but OCG has no mistakes from what I can see, pic is amazing, I'd give it a 7.6, balance it a bit more and your rating will go WAAAAAAAY up. I'm not sure whether I'd use this... Because it just forces you to waste a card spot for the second required monster, unless you're able to design a deck around the cards that it synchrosummons that works...
