Here is the OCG fix

 

Once per turn, you can select 1 card in your opponent's hand and return it to their Deck. This card gains 50 ATK for each "Primate Vengeance" in your Deck.

 

Maybe a OP card cuz it will make your opponent draws the same card every time =/

Try this "Select 1 card in your opponent's hand and return it to the bottom of their Deck."

Also, Select doesn't need to be capitalized, and neither does Opponents. Graveyard, however needs to be capitalized.

Make the card return to the bottom, so it's not a continous draw.
