Stops attacks dead in their tracks, while giving you something to sac for the monarch you send to the top of your deck. In today's Synchro dominated meta, your monarchs will likely get attacked, so it's not completely useless in that sense. It's also a Tuner so Monarchs can run some Synchros of their own. Oh, and did I mention it's searchable by Fairy and RotA as well?

Considering the majority of Moarch effects are destroying a card it doesn't really help if your opponent is attacking with a Stardust Dragon since the redrawn Monarch then becomes a dead draw. Since it's a light monster it clashes with Dark based decks that run non-destroying monarchs such as Caius. Raiza's are rarely played outside of Monarch based decks which are now pretty much dead.

 

It also just stops the one attack and in today's meta your opponent is going to swarm the field with more than just 1 Synchro. 1500 ATK is pretty easy to attack over with whatever decks are being used in today's competitive scene. Still, I feel that this card is well balanced with the 1500 ATK and the side effect of it being destroyed during the End Phase.

 

I see this card fitting in more with Lightsworns then with Monarchs as it it's Honestable and allows you to tune with the just saved monster. Even then though there's better tech with Lightsworns. It's an original effect that has some good balancing mechanisms but overall I'm hesitant in calling it a useful card that could be teched in.

Lightsworns would do some nasty things with this card. Bouncing back an attacked Celestia for re-use.. bouncing back a Ryko for re-use.. any Lightsworn monster bounced back to be discard bait for Solar Recharge.. and yeah, it can even be hit with Honest. This could do some nasty things in Lightsworns, har.

 

Monarchs... not really seeing it as nicely fitting. You had a monster for Tribute bait, and now you've replaced it with something potentially weaker or stronger. Your ideal situation was a Monarch being attacked, but in most cases you can work with Pot of Avarice to recycle them. Also, a single Synchro attack is much less likely than a full field swarm. This card doesn't do Monarchs an incredible amount of justice, but it has some nice tech-like properties.

 

I like it. 9/10.
