Exa Raiun
Once per turn, you can select 1 Fish-Type or Sea Serpent-Type monster on the field whose Level is twice or lower than the Level of this monster and send it to your Graveyard. For each 2 cards sent to your Graveyard by the effect of this card, increase the Level of this card by 1 and the ATK of this card by 400. When this monster is attacked, roll a die. If you rolled 4 or higher, negate the attack. Another of my obscure Pop Culture cards, she is Umihara Kawase, the titular character of the game under the same name. She holds a fishing rod which she uses to defend herself against various fishes and other aquatic creatures in the game and puts them in her backpack - that's referenced in the first part of the effect. With that fishing rod, she can also do various stunts to reach places faster, avoid stuff and so on - that's referenced in the second effect. The picture is found on Google. I know it's a bit blurry, but it's really hard to find good pictures of that character.

ShadeZero
Not well known characters lack the image resource, so I understand about the picture.Ignoring the picture: 8/10 She seems weak/slow considering she needs 2 cards in graveyard sent by her effect, but ofcourse a good delay support would counter this! Exa Raiun
Well, she is meant for a slower style and as a somewhat weak one - after all, she is "just" a schoolgirl, according to the game. ^^ But thanks for the comments!
