Ok, here's my review:

Card A: For starters it is not a Nomi monster and I probably wouldn't have noticed that if someone else hadn't pointed that out earlier; so well done to them. I don't really get what it means by "when this card is Normal Summoned during the Main Phase", I thought that was the only time a monster could be Normal Summoned anyways. It should be "2000 Life Points or less" not "2000 Life Points or below". The negate attack idea is good and I like the use of Spell Counters however I think the OCG around it changing to a Quick-Play Spell Card is slightly off. I get what it is trying to say it just sounds a tad off. The Tokens, I feel, have been done fairly well. Also, for one of your last effects, I can't help but feel it is being overly wordy. When it talks about activating during either Main Phase 1 or 2 you can just say "Once per turn during your Main Phase", it says the same thing you are trying to say and is actually used as OCG. Also, the bit about "until the End Phase of the turn it was activated", it can only be activated during your turn anyways right? So it should only really say "until the End Phase".

 

Card B: This one is a Nomi monster, so good job so far. It has a huge Life Point cost for its effect (and seeing as that is a criteria I'll say good job again). However, I must pick at this next part when you mention the Chain Link 3 or higher. Correct me if I'm wrong, but I am pretty sure that the effect mentioned before is an Ignition effect and that cannot be activated as a Chain Link 3 or higher. The effect mentioned after that could be chain link 3 or higher as it is a Multi-Trigger effect but, meh... it does seem rather confusing, I don't get what it means by Chain Link number either (ecspecially in that context). Despite that though, I must say I really like the Tokens and their effects; much better than the other card's.

 

All in all, both of their effects are very VERY long and I guess have been a pain to write as well as being a pain for me to analyse but after all that I must go for card B; as it is actually a Nomi monster and I feel it has tried well to fit in all the criteria of the mentioned (I must say I don't think card A made a good enough use of the idea of Chain Links whereas card B did actually try to include something). Ok, done.

This is a rather tough vs. The cards have rather long effects, and are pretty swell.

 

The "Life Drainer" and "Life Absorber" tokens from card B seem more useful then the somewhat dull Light and Dark Nomi tokens.

 

Well, Card A isn't a Nomi, so that loses it some points I suppose. Card B however, seems to take a while to get anywhere. Although the chain link abilities are interesting...

 

OK, I think I'll conclude with Card B, not just because Card A is not a Nomi, but also the abilities do seem to go into sync more, it's a burner pure and simple (with a couple of somewhat more random abilities, but I guess the continuous spell bit helps it protect itself to burn, the spell and trap destroyer bit... Perhaps not), while Card A has an odd jumble of abilities and seems to protect the weak tokens it can summon if specific attributes are destroyed (although I like how the dark monsters had to be destroyed in battle, while the light with card effects) for no particularly good reason, little point in protecting the tokens.

 

So Card B gets my vote.

Simply because it filled all of the requirements.

 

Needs to be more detailed. I'll consider this as a half vote since there is some validity in it OR Card B's owner might as well PM him and ask him to explain further.

I would consider RedRecker's vote to be more valid. Unfortunately, he doesn't have evough posts. But there has been an agreement between us. If he reaches 140 posts. I'll consider his vote. He actually had one of the most detailed vote.
