If your opponent draws a card because of a, monster, Spell and Trap card's effect, you can pay 1000 Life Points to activate the effect according to the card your opponent just drew: -Monster: Every monster on the field Face-Up loses 600 ATK and DEF. -Spell: Destroy all monsters on the field.

The effect seems more "Hellish" than "Heavely", IMO. It's destroying and depleting ATK and DEF rather than giving your monsters ATK and/or DEF or having you summoning monsters.
