Some card effects activate during the Draw Phase, the Main Phase or sometimes the End Phase. The Standby Phase is just more common. As for the card:i) 'dragon' = 'Dragon' OCG:If there are no Spell and Trap Cards on your opponent's side of the field, you can Special Summon this card from your hand. Once per turn, you can skip your Draw Phase to return 1 card on the field to its controller's hand.
