This card is also treated as a LIGHT and a Aqua-type monster. You can destroy all monsters you control to Special Summon this card from your Hand, if you do you cannot Special Summon, Normal Summon or Set any other monsters this turn. This card cannot be Special Summoned except by this cards effect. Once per turn you can place 1 Freeze Counter on each monster your Opponent controls ( Permanently ). You can remove all Freeze Counters on the Field ( Ignoring the Condition ). This card gains 600 ATK for each Freeze Counter Removed, then the monster with the most Freeze Counters . During your End Phase, Discard 3 Spirit-type Monsters or Return this card to your Hand.

Hunter is a mod. he can lock anything he feels like. and yes, it was locked, and yes he was banned. in fact, im the one that asked him to lock it, seeing as dog king was banned and was unable to complete it.
