The norm =/ He claims he didn't know he couldn't do that. So Here's my suggestion: Install the plugin "PM on Registration" by Dennis Tsang. I have this installed on all my boards to give a link to the Rules section, Introductions, and any extra info that I think my users should know. My hopes is that you'd install this plugin and link to the rules: http://forum.yugiohcardmaker.net/thread-11215.html And also give links to the rules in each section. I support this because then they cannot "I never noticed the Rules."Rules may be Rules but if the person does not read them but wants to truly be a member on this website, I think it should be compulsory to have that PM. You'll still have to tell them to read the rules and mods will still have to lock their threads. Noobs should just have enough common sense to know whether somethings against the rules.
