Any cards are allowed.

Card A:

Reaper of Bloody Death

This card cannot be Special Summoned. This card can only by normal Summoned by Tributing 3 monsters. Each time a player draws a card place 1 "Bloody Counter" on this card. (Max.8 ) Once per turn, if you remove 1 "Bloody Counter" from this card, both players must discard 1 card. This card gains 500 ATK for each "Bloody Couter" on it. This card can only be destroyed by battle by a Level 7 or higher monster.

Card B:

Entity of Light - Shamash

This card cannot be Normal Summoned or Set. This card cannot be Special Summoned except by sending 3 Spell Cards from your hand or field to the Graveyard. Once per turn, you can add 1 LIGHT Monster from your Deck to your hand. If there is another LIGHT monster on the field, you cannot select this card as an attack target. You can pay half your Life Points to Special Summon 1 Monster from the Graveyard, ignoring the Summoning Conditions.

I like both these cards, but card A is underpowered because it only would gain 500 ATK once per turn in a normal situation, when you summon it it would have 0 ATK and on your opponent's next turn it would have 500, making it an easy target. I vote card B.

I like both cards. Card A has a few OCG errors (miscapitalization I think) such as normal Summon = Normal Summon and some words needed rewording. Card B is overpowered, mentioned by Berry-chan. I vote for Card A, simple because of it's balance (it's more balanced than Card B).

Winner does not give a consolation Rep. And I am serious about this one.

And both cards are horrible. Too many "This, that, this that". Ooh, figure out what you want and speak it thoroughly, stop being so hesitant.

Card A wins for the discard effect, and not the Lolatk stuff.

Yes really.

It's rep abusing.

And why are you asking that like I can't just edit your post?

EDIT: Did it anyway, and added the Poll.
