Effect:

 

While "A Legendary Ocean" is face-up on the field, control of this card cannot switch. Once per turn, during your Main Phase 1, you can switch control of 1 of your face-up monsters to your opponent until his/her End Phase. If you activate this effect, this card can attack your opponent directly. When this card is destroyed by battle, select 1 Level 4 or lower WATER monster from your Deck or hand and Special Summon it in face-up Defense Position to your opponent's side of the field. As long as the selected card remains face-up in your opponent's control, all direct damage you would take is reduced to 0.

Well, it doesn't have to be a lvl 6, if there's a Legendary Ocean it would be a lvl 6.

 

*** about the effect... How could Celestial Surge Ophidian be a level 4 so the effect says "select 1 Level 4 or lower WATER monster from your Deck or hand (except "Celestial Surge Ophidian")"?

 

I know that it could if you activate a card like Level Conversion Lab or that spell that reduces the level of card in hand by 2, but if you would have to go through all that trouble to get it to level 4, why would you restrict yourself from summoning it?

 

Anyway, 95/100 or 9.5/10
