A card I made for a contest

[Nosferatu Reaper]

Effect: This card cannot be Normal Summoned or Set. This card can only be Special Summoned by removing from play 1 Level 7 or higher Dragon-Type monster and 1 Level 7 or higher Fiend-Type monster from your side of the field. Once per turn if you Normal Summoned a Dragon-Type monster, you can Normal Summon 1 extra monster. When you Normal Summon a Fiend or Dragon-Type monster put 1 Wicked Counter on this card(Max. 4). Once per turn you can remove 2 Wicked Counters from this card to destroy 2 Spell or Trap cards on your opponent's side of the field OR you can remove 3 Wicked Counters from this card to Special Summon 1 Dragon or Fiend-Type monster from your hand to your side of the field.

Cut down the Level to at least 8.

And make the effect kinda like: "Effect: This card cannot be Normal Summoned or Set.
