there are OCG errors and the first sentence is one you might wanna fix. I think it is also OP'D because every turn you can get 1 bakugan to your hand and that card isnt effected by spells and monster effects.

Also,

 

OCG: Once per turn, during your Standby Phase, put 1 counter on this card (Max. 5). Once per turn, during your End Phase, you can remove any number of counters from this card. If you do, add an equal number of "Bakugan" monsters from your Deck to your hand. You can negate the effects of Spell and Trap Cards that designate this card.

 

As for balancing it; either remove the last part of the effect, or reduce the ATK and DEF to 1700/1300 (keeping it at Lv.7). Think "Shield Wing".
