Well here's the breakdown:

 

-Name: God of Dragons? Doesn't that sound a little...obvious? Gods, are immediately given high effects and most people are led to assume this. Not a totally smart move. However, you did use a slightly original name, "Thrunder" albeit, not totally awesome, but hey, ain't something I would have come up with)

-Attribute: No more DIVINE monsters, we have God cards already, we don't need another.

-Type: Fits the name, but he couldn't be a Spirit monster, look up what they are before you go about using them.

-Effect: Terrible OCG, but heck, I'm not awesome at OCG either. His effect doesn't fit Spirit monsters.

-ATK/DEF: Just a little too powerful, if you made it a little more complicated to summon him, maybe. Obelisk takes 3 sacrifices, that may not be too complicated, but it'll still take a little while. Perhaps you should make it so that the two monsters are on the field, because with a lucky draw, you could throw him out on the field on the first turn.

-Picture: Well I like how it looks, but clearly it's overused, therefore it's no good here.

 

OVERALL:

4/10

iii) Third most overused Dragon picture

iv) Capitalise 'Thunder'

v) If it's a Spirit Monster' date=' give it a Spirit monster's effect.

vi) Overpowered

Originality - Meh - 2/10

 

Overall - 4/30 = 13%

I like the pic (even if it is overused). I would assume that the "God of Dragons" would be a dragon himself... oh well. I agree that he is OP'ed, but there are easy fixes

 

1. makes summoning more difficult

2. reduce attack power

3. include a detrimental effect

4. prevent from attacking directly

 

All in all, not a bad start. You just need some tweaking.
