EDIT Always thought clear stalling was not alowed. however ending each duel with a card effect is not considered stalling so long as the game is playing through. Draws do not exist in the tournaments so they keep the duels going until someone wins. However, this deck would eventually lose to something, because it's going through duels over and over and over, which increases the chance of loosing.
