i like the card effect it's really weird, i like the picture and attribute.....so i'll give you 9.5/10 :-)

I'll say it; if you're doing Genin Naruto, then you shouldn't be introducing anything higher then tail 4, as the higher tails don't come into play until Shippuden. Besides, this card should work on its own and not just the purpose of summoning Nine-tails. Make support cards that need Naruto to activate to get nine-tails, and don't forget his Jutsu's!

Naruto does not go up to Chunnin or Jonin in Shippuden so that works.
