Really minor, but:

 

You can Normal Summon this card with 1 Tribute. If you do, remove from play 3 cards in your Graveyard. If this card destroys a monster by battle, you can discard 1 card to Special Summon the destroyed monster during the End Phase. You lose Life Points equal to the destroyed monster's DEF.

 

"remove from play" is usually used as a combined phrase.

 

It wouldn't be "When" at the start of the sentence, as when is generally used for really specific instances. The chance the card will destroy a monser by battle is fairly likely, so chances are "If" would be used.

 

They don't often use "it" on YuGiOh cards, as that can often be vague. Try replacing it with the actual subject of it - so in this case, "the destroyed monster".

 

It's a tad powerful to be available for one tribute. The only other cards available for one Tribute with 2600+ ATK are either Synchros, Vanillas, or have an incredibly heavy price to pay (see: Infernal Incinerator). I'd have an effect that decreases the ATK slightly, by maybe 200 or so. Although, on the other hand, for a level 7 monster, it is a tad weak. Buffing the ATK to 2800, then having a -400 ATK for Normal Summoning with 1 Tribute, would probably be right on the spot.

 

The picture is amazing, nothing I can say about that.

 

Originality wise, it is fairly similarly fairly impressive, although there are plenty of dragons with summoning conditions involving remove from play.
