Balance: over-powered. That thing could attack most level 4 monsters safely, meaning you could discard one card to make them discard four, which is a plus three advantage in your favour at once, and if it survives, you can do it again, which is kinda broken. I'd change that to:

 

 

If this card attacks, you can discard 1 card to cards from the top of your opponent's Deck to the Graveyard equal to half the Level of the attacked monster. During your Draw Phase, you can add 1 Level 2 or lower monster from your Deck to your hand instead of drawing a card.

 

That way, seeing as halves round up in YuGiOh, it's a +1 each turn, with you passing away 1 to kill safely two of theirs, which is better.

 

The second effect is fine.

 

Pic: nice, but really blurry, especially round the lower left claw.

 

Originality: the manner of searching is interesting, I quite like it.

 

OCG: Flawless.

This card is really damn good... Too much so. =/

 

Apart from filling your Graveyard with possible Zombies for you and slowly killing your opponent's Deck, it can let you add a Plaguespreader/other Tuner to your hand each turn? =/
