Faith is banned.. Also, 3 Citadels would tend to be dead draws. I also don't see why you're running Dark Magician without any support cards i.e. Dark Magic Attack, Thousand Knives, you know, the stuff that actually makes him worth running. Sage's Stone makes bringing him out a hell of a lot easier, but if you don't want to take up slots with any of that then just run Endymion since he's stronger and actually has an effect. It's hard to bring him out with tributes or even just SDM. Also makes Citadel worth using.

If you're set on running this as a DM deck, then you should try the following:

Don't bother with Endymion, -1 for DMG and -1 Cerberus for a third.

-3 Arcane

-1 Citadel

-1 Curtain

+2 Dark Magic Attack

+3 Sages Stone

-1 Compulsory

+1 Circle

I understand that you were trying for a Spell Counter theme too, but I think it's a bit too much to do both that and a DM theme that works lol.

dm theme that works..

k.

anyway

apprentice engine:

2-3 apprentice magicians

1-2 crystal seers

0-2 vindictive magicians

1-2 nights end sorcerer

0-1 frequency magician

0-1 that new cat spellcaster tuner whos name ive forgotten.

basically, its an engine that maintains field presence, but also toolboxes with a mini draw engine, a killswitch, and tuners.

it also feeds chaos sorcerer.

This is how I would run DM:

Monsters: 19

3x Dark Magician

3x DMG

3x Skilled DM

2x Magician’s Valkyria

2x Old Vindictive Magician

2x Crystal Seer

2x Apprentice Magician

1x Toon Gemini Elf

1x Breaker the Magical Warrior

Spells: 15

3x Toon Table

2x Allure

2x Sage’s Stone

2x DMA

1x Thousand Knives

1x Reborn

1x MST

2x Magical Dimension

1x DM Curtain

Traps: 6

1x Mirror Force

2x Magician's Circle

3x Threatening Roar

You could also change this around adding Elemental Hero Prisma and Dark Paladin in your Extra Deck so that you could use Prisma's effect with the DM support cards.

spell counter DM deck without miracle restoring?

how foolish of you.

speaking of which, you need foolish burial as well.

and defender knight, because he rocks.

miracle restoring is a trap that costs 2 spell counters from anywhere on your field to revive ether Dark magician or buster blader from the graveyard.

it has no other requirements, making it quite useful to this deck.

foolish burial gets DM and endymion out of your deck, stopping you from having a bad draw, and it is a spell.

defender knight is a must in any spell counter deck. his ability turns T.T. into a trap raigeki at the cost of 1 spell counter per spellcaster on your field. you just can't say no to that. not to mention is activates as the resolution of an effect, meaning that while stardust can't negate a snipe hunter shot, defender can nullify it.
