Unprovoked Assault

 

 

Effect:

 

This card can only be activated during your opponent's End Phase if they did not declare an attack this turn. Select 1 face-up monster you control and place it on the top of your opponent's Deck. During his/her next Draw Phase, if he/she draws the selected card, they must Normal Summon it immediately if possible. If not, he/she discards the card and loses Life Points equal to the Level x400.

So if you throw a high-level nomi monster up there that can't be Normal Summoned, your opponent's out of luck. Possibly OP'ed, but a little situational, so I guess it's OK. 9/10.

can be a huge burn effect, but since it only works if your opponent doesn't attack, it's balanced out

I suppose it could be, since you'd give up your high Level monster, and your opponent may loose Life Points that would be more than a direct attack.
