I guess it's balanced because the gain isn't too much.

That's...kind of hard to understand. I would word it like this:

 

"For every monster your opponent controls, whose ATK is less than your Life Points, increase your Life Points by 100."

 

Effect is somewhat creative, although kind of lacking in any real usefulness.
