It's actually really good. In some ways it's underpowered. I would change it & say "you can discard 2 cards to increase this card's ATK by 200." I see it as underpowerd because,

The power boost shouldn't last only until the end of the phase. I say 9/10

Great card effect,for sure.I bet it is for those decks like common "Destiny Hero" decks where you need discarding cards to use their effects from the Graveyard(Dasher) or so.

But still can't you just tweak this card to discard 1 card,I mean why 2 of them?

Correct;Why to increase its ATK by 300 by discarding cards.I know that for discarding 1 card is a bit small price,and on the other hand,discarding 2 is too much.Why don't you use a different way of paying for this card effect to activate?

I completely agree. I think if you listen to God Kaze's advice your card will be way better. 2 cards is just a little high price to pay every time. I really like the card too though.

I aggree with you BUT

 

It is overpowered A BIT because it can become an instant 2100 attacker and if elegant egotist is in your hand you may get another copy of this to the field
