Effect:

On your Standby Phase switch this monster's position(this is required).

When this monster is switched from Attack Position to Defense Position you can Special Summon a monster Level 7 or lower to your side of the field. When this monster is switched from Defense Position to Attack Position your opponent can Special Summon a Level 7 or lower monster onto your opponent's side of the field. If your opponent Special Summons a monster you cannot attack with that monster until their next turn. If you pay 500 Life Points you can switch the ATK and the DEF of this monster for a turn.

it needs a specific summoning requirement (also it should be lv9 or 10, 3500 def is too high for lv8 )
