Really don't know about the first card.

Second card:

When this card is Summoned, you can discard your hand. If you activate this effect, destroy cards on the field equal to the number is discarded DARK monsters.

Shadow Cult Priest is OP'd

let me just create a scenario here

let's say you had ultimate offering active on the field and lifepoints to burn

you could just use the top card of your deck and the one under it would become the new top card etc

so effectively as long as you didn't run out of space setting traps and useless spells or somehow managed to not have enough tributes for any monster in your hand or on top of your deck you could just keep using the top card on your deck
