When this card is seccessfully Synchro Summoned, you can place 1 Black Skull Counter on your opponent's Deck. As long as you have a Black Skull Counter on your opponent's Deck, each time your opponent draws a card from his/her Deck out side the Drawing Phase, you can draw a card from your Deck as well. When this card attacks a higher Level monster, decrease that monster's ATK by 100 x its Level. When this card is sent from the field to the Graveyard, remove the Black Skull Counter from your opponent's Deck and place this card in your Extra Deck.

I like the idea of the card, the image is a good one, and the OCG is decent.

 

It seems pretty balanced too, though I would change the last sentence to:

 

"When this card is sent from the field to the Graveyard, remove the Black Skull Counter from your opponent's Deck."
