the effect of A Legendary Ocean already reduces WATER monsters by 1 level, there's no need for this to be on the field for it to do the same thing

 

3 lv2 or lower WATER monsters special summoned is just too much, I'd reduce it to only 1

The affect doesnt do that, it reduces the level by 1 more. So if both cards are on the field a level 6 would be a lv 4

The affect doesnt do that, it reduces the level by 1 more. So if both cards are on the field a level 6 would be a lv 4

 

then it's only a permanent version of Cost Down for WATER decks only
