Balanced. Not too OP'ed either. The effect is pretty long for a tuner monster O.O

Only 800 ATK and 200 DEF? I'd lower it down to lvl 2 because if its level 4 you can easily synchro summon anything you want.

I think it's balanced because it says requires exactly 1000 Life Points to be lost and a monster destroyed by battle. THe situational effect balances out the OPness. But maybe lower the level

You should change that a little bit:

This card cannot be Special Summoned, except when a monster you control is destroyed by Battle and you take 1000 Damage.

 

The card is a little weak, but it can be used for a much more powerful Synchro monster.
