OK, I'll make Penguin Dragon need to be Special Summone by Baby Penguin (An upcoming card) and Penguin Of Flames will require you to sacrifice 300 LP every Standby Phase.

They both need drawbacks. Like the Dragon could have a specific summoning condition and the Flame Penguin take out the Trap part. 7/10
