Interesting effects, but I'm curious about something.

Why do you call them "Elemental Dragons" when they are named after gemstones?

All right, let's clear up some effects and fix these monsters.

1. Topaz Dragon. Increase its Level by 1. Text Correction: A dragon pierced by a giant topaz meteorite.

2. Jasper Dragon. The gem Jasper is not purple. Blue is rare, but it's usually red or orange. I would change the name to Amethyst Dragon. OCG correction: This monster can attack only once every 2 turns. If this card attacks, it is changed to Defense Position at the end of the Battle Phase. This card cannot be destroyed by battle while in Defense Position. Damage Calculation is applied normally. Bump its level up to 10 or 11. Despite it's drawbacks, it's still a monster with 5000 ATK. It needs some kind of summmoning requirement, not just simple tributes. You could keep it a Level 8, but you'd have to decrease its ATK by about 1000 points to keep it fair.

3. Emerald Dragon. OCG Correction: Change "end of phase" to "End Phase of the turn this card is Summoned".

4. Ruby Dragon. This monster's effect is confusing. Does it go back to your hand, or into the graveyard at the end of your turn? It seems like a hard to use effect, because to summon it, you have to discard it to the graveyard first, then summon it. Then it goes back to your hand, or can you send it to the Graveyard instead? You might want to consider NOT making this monster a Spirit-type. The summoning requirement sounds costly, but it's not all that much to pay for such a heavy hitting monster. Since there are so many cards that allow you to easily ditch DARK monsters to the graveyard, it wouldn't be hard at all to crack out this monster. Make it harder to summon.

5. Sapphire Dragon. OCG looks good. You might want to consider how easily this card could be used. You can summon it turn after turn, and end the Duel in just 4 turns with those direct attacks. Consider maybe adding an additional restriction, like the Emerald Dragon, making you skip your next Draw Phase if you summon it.

Lastly, remember that words like Deck, Draw Phase (Main Phase, Battle Phase, End Phase), Graveyard, Special or Normal Summon (or just Summon), Attack and Defense Position are all capitalized in the card's effect.

Keep working at it.

Topaz Dragon didn't need an ATK/DEF boost. He should have been a Level 7.

It's pretty clear that these monsters are not Spirit type monsters anymore. I would make them just Effect monsters.

Amethyst Dragon still needs a summoning requirement. You can't have a monster with ATK that high summoned by just two tributes.

It is spelled SAPPHIRE. Also, the OCG should read. This card can be Special Summoned only by discarding all other cards in your hand except this card. Skip your next Draw Phase if you Summon this card. Etc.
