This card is very unique and EXTREMELY CREATIVE.

However i cannot take full credit for it as inspiration came from a card created by a newbie on the site. I took it gave it a new name, better pic, changed up the effect and edited the Horrible OCG errors although there still might be a few.

1 Psychic Tuner + 1 or more non-Tuner WATER monsters.

This card cannot be Special Summon from the Graveyard. When this card is Synchro Summoned successfully place 3 "Neon Counters" on it. (Max.5) During the End Phase of your turn place this card in the Spell and Trap Card Zone and Special Summon Neon Tokens(Psychic-Type/WATER/Level 3/ATK 1000/DEF 800)x the number of counters on this card. This card is treated as a Spell card while in the Spell and Trap Card Zone. When a Neon Token is destroyed remove 1 "Neon Counter" from this card for each token destroyed. When there are no counters on this card it is destroyed. During your Standby Phase remove all Neon Tokens on your field to Special Summon this card from your Spell and Trap Card Zone. The ATK of this card is equal to the total ATK of Neon Tokens destroyed by this card effect.

[spoiler=Lore]You can Special Summon this card if you control a token(s) on your field. This card cannot be destroyed by battle.(Damage calculation is applied normally.) As long as this card remains on the field your opponent cannot select a token you control as an attack target.

Its a very unique effect but you should at least credit the one who made it first.

Raging Blue Flames is UP since it only gives 1 counter for 1 specific monster.

Wow.

This card is amazing! (for lack of better words)

great pic and amazing effect, probably most awesome effect ever... altho, when you Special Summon this card from your Spell and Trap Card Zone, you destroy neon tokens WHICH REMOVES NEON COUNTERS FROM THE CARD. I don't know if you want this but it seems like a small error. try removing the tokens from play.

You have very few errors in your OCG, mostly small unimportant ones. I change it so its attack is equal to the tokens removed from play and tokens are removed from play during your standby phase:
