Awesome cards. I can't spot any OCG errors so 9.9/10

Controller of Time isn't too hard to summon to the field, though it has a nice boosting ability and it's balanced

 

for Ruler of Space, don't say sacrifice, say tribute in the text

 

Black should have lower atk given its effect (a little like Spell Reproduction)

 

The same with White, and its effect is OPed since you can discard ANY kind of card

 

Universal Lord's effect is too boring, please give it another one

They're pretty balanced except you can throw in some effects to some of the monsters to make them more balanced. Some of the pictures you have for your monsters are overused by other people but since your new, I'll let that go. They real fine cards for a starter. 8.5/10

May I suggest you remove the "from the Deck" part in both Twisted Dimension spells? It makes the dragons too easy to bring up.
