It has a good Trap effect but I don't quite get this part:

 

"During the End Phase, you can Tribute 1 Level 3 or lower monster you control to draw 2 cards and discards all Spell and Trap Cards from your hand."

 

This card is being used during your opponents turn, so your saying this allows you to Tribute on your opponents turn to draw 2 cards even before your Draw Phase starts? hmmm now that I think about this, it really is a very powerful trap indeed, it punishes your oppoent for attacking the weak and allows you to re establish a monster advantage on your upcoming turn.

This effect is optional and can be activated during your opponent's turn. It's the card's effect not the normal Tribute. :D
